Prevention and Response to Research Misconduct Involving Public Funds

Organo has established the Regulations on the Prevention of and Response to Misconduct in Research Activities Involving Public Funds and is committed to implementing measures to prevent misconduct and responding appropriately to any instances of misconduct.

1. Definition of Misconduct in Research Activities

In Organo’s Regulations on the Prevention of and Response to Misconduct in Research Activities Involving Public Funds, misconduct is defined as the following conduct in research activities involving public funds.

Fabrication
Creating non-existent data, research results, etc.
Tampering
Altering research materials, equipment, or procedures to falsify data or the results obtained through research activities
Plagiarism
The unauthorized use of another researcher’s ideas, analytical methods, data, research findings, papers, or terminology without that researcher’s consent or proper attribution
Other inappropriate conductOther inappropriate conductOther inappropriate conduct
Duplicate submissions, inappropriate authorship, or other forms of misconduct in research activities not listed above, where the degree of deviation from research ethics is severe when judged against the Code of Conduct for Scientists and generally accepted social norms

2. System for Preventing Misconduct

Officer in charge

Director in charge of the R&D Center

The officer in charge has the authority and responsibility to oversee the entire organization with regard to improving research ethics and preventing misconduct and takes appropriate measures to promote fair research activities.

Manager in charge of research ethics training

Senior General Manager of the R&D Center

The manager in charge of research ethics training has substantive responsibility and authority for research ethics education for researchers and others and conducts regular training on research ethics.

3. Reporting and Consultation Desk

We have established a dedicated contact point to receive reports and inquiries regarding misconduct in research activities involving public funds.
Reports and inquiries are accepted in writing, by fax, by email, or in person.

Reporting and Inquiries

  • We may ask for your cooperation in our investigation or contact you regarding the results, so please provide your name and contact information when filing a report or seeking advice. Please note that personal information, such as the names of individuals who submit reports or inquiries, will be used solely to the extent necessary for investigations and other actions related to the matter in question (including handling in accordance with the Guidelines on Measures Against Research Misconduct, etc. (Decision of the Minister of Education, Culture, Sports, Science and Technology, August 26, 2014), as well as reporting to the Ministry of Education, Culture, Sports, Science and Technology—the agency responsible for allocating competitive grants—and the independent administrative agencies under its jurisdiction). It will not be used for any other purpose.
  • Regarding anonymous reports and inquiries, we will determine whether to accept them based on their content and other factors. Please also be aware that even if we receive your report, we may not be able to provide a response or report on the investigation results or measures to prevent recurrence.
  • When reporting or making an inquiry, please provide the name of the researcher, research group, or other entity alleged to have committed misconduct, the details of the alleged misconduct, and the reasons why it is considered misconduct.
  • If the investigation determines that the allegation constitutes a “malicious accusation” as defined in the Guidelines on Measures Against Research Misconduct, etc. (Decision of the Minister of Education, Culture, Sports, Science and Technology, August 26, 2014), we may disclose the accuser’s name or file criminal charges.
